Towards a New Framework for the Arts

The National Women's Council of Ireland welcomes the initiative by the Department of Arts, Heritage, Gaeltacht and the Islands to prepare a consultative paper on the arts and to invite submissions from interested bodies concerning the future direction of arts policy in Ireland.
The National Women's Council of Ireland notes with concern, however, the absence of any reference to gender either in the Department's consultative paper - Towards a New Framework for the Arts - a Review of Arts Legislation - or in The Arts Plan 1999-2001. The Department of Arts, Heritage, Gaeltacht and the Islands has not mentioned, for instance, the commitment to gender proofing, which is an established feature of Government policy formulation and a requirement for all policies prepared under the National Development Plan and for cabinet memoranda. Furthermore, it does not take into account the requirement on the Government, as a consequence of the Treaty on European Union, that a process of gender mainstreaming be undertaken with regard to all policies formulated and implemented by the Government.
